    No. You're customers contracting a third party to carry out a service. Public liability and employee insurance go pretty much hand in hand so they wont have one without the other.

    The contractor will have public liability insurance. Its not mandatory, but absolute insanity to not have it so its pretty much a given they will. Ask them to confirm before agreeing to the job.
