Israel has been allowed to operate with impunity for decades. They've been murdering civilians for a long time and they've always been shielded from any sort of consequence. Yes the West did act too late and with limited resources initially in Balkans but NATO facing down the Russians and sending them packing in Kosovo did save many lives.

Surely you don't mean the illegal bombing campaign that NATO did that wasn't authorised by the UN Security Council and which committed numerous violations of International Law by killing thousands of civilians, bombing civilian infrastructure, dropping and firing tons of Depleted Uranium rounds, bombing the Chinese Embassy, that NATO?
