No, afaik its legal.
There are no road signs that says pedestrians cannot walk on the south ring road.

There are signs for the Tunnel for example that one cannot walk through it.
None for the South Ring road itself.

One is not allowed to walk on roads that are designated Motorways.



TLDR. Its perfectly legal to walk and cycle on the South Ring road.
